SAIMC requests clarification on the draft Legal Metrology Regulations

SAIMC councillor and Extech Safety Systems sales director, Gary Friend, together with other industry representatives, have responded to Trade and Industry Minister Dr. Rob Davies’ invitation for comment on the new draft of the Legal Metrology Regulations.

“It is unclear if the new provisions are aimed at the consumer or at the wider industrial and mining sectors in South Africa, for example large manufacturing organisations,” comments Friend. “Our understanding of the intention of the Legal Metrology Regulations is one of consumer protection at point of sale, but the draft regulation now seems to include all measurements in the field of safety and the environment.

“We believe that the safety and environmental measurement issues in our industries are well legislated and compliance to additional Acts and regulations adds no meaningful value at the expense of significant administrative work and cost.

“We are also concerned that the National Regulator for Compulsory Specifications (NRCS) may not have sufficient infrastructure and resources to deal with the registration of the many suppliers and huge number of instruments that would be affected. A backlog of registration would cause delays and production losses in industry, which could cost the economy significantly.”

Acting on behalf of the Society for Automation, Instrumentation, Measurement and Control, the recognised voice of the control and instrumentation industry in South Africa, Friend and the other representatives have respectfully requested that Davies consider excluding certain industries from the draft regulations, where they are already adequately covered by current existing legislation.”
